Created Issue: Use as AXD fails if CSS file is in subdir due to URLEncoding

When taking the filename from the QueryString, it has been overlooked that the querystring is encoded.

Add the following:
topFile = HttpUtility.UrlDecode(topFile);
This is required to convert the %2F into a "\" if the css file is not in the root directory.
Probably should just be done regardless....

The following question was just left on my blog:

"Do you support formulas ?

let's say that i want something like this ( very likely to happen )

.smallBorder { border : solid @borderPx Blue}
.biggerBorder { border : solid @borderPx+1 Blue}"

It sounds like arithmetic support might indeed be a needed feature.

This post (http://community.bartdesmet.net/blogs/bart/archive/2006/10/13/4536.aspx) has information on how to compile and evaluate dynamic expressions, which could be very useful.
